4 simple questions

Fast Questions is a honor-system quiz you take. It consists of only four questions, and I'd heard two of them before, but number 3 sure tricked me.

I have to challenge the answer to the first question. The setup for the question clearly stated that that the other runner was "lying" in a position relative to the other races. I immediately upon reading this statement wondered why the the other runner was face down on the track. The logical answer is that no one places because the race because it is stopped by officials due to an injury on the track.

And no, I didn't get the other answers correct either.
